The Bossi-Fini law also envisaged the creation of Identification Centres (CDI) (later renamed by L. 25/2008 Reception Centres for Asylum Seekers - CARA), for the first phases of assistance and reception of asylum seekers, and the Centres of Temporary Permanence (CPT) (later renamed Identification and Expulsion Centres - CIE and, with the recent DL. 13/2017, Centre for Assisted Repatriation - CPR) to accommodate migrants subject to expulsion orders.
In 2015 Italy introduced the “Roadmap” aimed at implementing the European Agenda on Migration, presented by the European Commission in May 2015 in response to the migration peak. As part of the agenda the CIEs have been converted to Hotspots where EU, UNHCR and Italian authorities operate jointly. In an attempt to alleviate the pressure on Greece and Italy the European Agenda introduced in September 2015 the relocation system: the initial commitment was 160 000 protection seekers are to be relocated in EU Member States within two years (40 000 from Italy and 120 000 from Greece). The total number of people relocated from Italy by end of October 2018 was about 12 700. In total the number of relocated people from Greece and Italy in October 2018 were about 34,70014.
